A strange meeting with a pair of Herring Gulls

This pair of Gulls were eyeing each other up either for mating or for a bust up, they almost touched beaks stared at each other and then just passed each other.

I would say the bird with the greyish skull is a young bird and looking to the parent for food?

They do look a bit soft to me.
 
Someone suggested that gulls go into the moult mid-January so it may well be in the moult.
