I'd guess you'd get what you paid for. Maybe it wont be as fancy aas the more expensive ones but I would imagine it would do the job. At least at 8Kg it's not too likely to fail with 2-3Kg of kit on. My tripod is a Fancier make and not very well known but I've used it a fair amount and it certainly does the job for me. Just make sure the tripod legs will hold the weight of the gear you're putting on it.
You can hardly go wrong at that price, but it's a very small head - the 8Kg rating is ridiculous and pure invention.
Some small heads are amazingly good, all things considered, and some are rubbish. Unfortunately, there's only one way of finding out, but FWIW, that one at least looks like it might be one of the better designs and should be okay for a CSC, but would struggle with a DSLR and a meaty lens.

That's seriously pushing it, thought it was for your Samsung. You can tell it's small by the size of the clamp/plate, that looks like Arca-Swiss type (good) but it dwarfs the barrel. It also has '0' in the model number which, if it follows standard convention, is two sizes down on '2' that is the popular general purpose choice (sizes run 4, 3, 2, 1, 0, and 00).
RedSnapper is rebranded too. Not sure about all their products, but most are made by Slik.
