I want to like it, I really do. For me the problem is there is a lot of silhouette in the bottom left side, which would be fine if there was more interest in the sky. I think with a cloudier and more interesting sky the shot would be amazing.
 
It's a good photo, probably one of those if you could get physically more over to the right to get the clouds in over the water and closer to the boats it would be great but i suspect it is open water ?
 
Every time I look at it I want to like it more, but I can't help be distracted by the black portion.
 
The elements for a great shot are in the scene.The composition lets it down for me.

If you had composed the image in a portrait format focusing on the boats in the bottom right with the horizon placed low, it would have been powerfully simplistic and a great silhouette image.

Try a crop to see what I mean.

I'll give it some cropping in different aspects and see how I get on. :)
