Bee and a sawfly

That is a solitary wasp, not a sawfly. Congratulations, not many people see that behaviour.
I don't know what species it is, but it the fly is probably not dead but paralyzed, it will be put in the wasp's nest and an egg laid on it. The larva will eat it alive and then pupate and then produce a new wasp.

There are several types of sawfly with a variety of colours but they all seem to have one thing in common, they don't have the slim waist that @alfbranch mentions and the only black/yellow I can find is the figwort sawfly as shown here.0.jpg
