Borders on Prints

I'm looking once again at printing options, but this time I like the idea of having a border of white around my printed images with some text.

Is the best way to go about this to do the actual border and text in photoshop.

For example: If I wanted the actual printed paper to be 18 x 12 in size I would do the following:
- Have 300DPI
- Set the pixel / inch dimensions in photoshop
- Create a border of white and text at the bottom (could save it as as template for future even)
-Save it and send it off to DSCL for example.

Would that be the best approach to accomplish what I want?

remember that all photographic printers (such as fuji frontiers and noritsu) apply a small amount of magnifications - usually about 3% so that the image fully covered the paper without any slivers of unexposed paper - so you'll find that you need to make the border a little wider than you would imagine - and make sure that text etc are a few mm away from the edge - I suggest you do a test - as different machines will have different amounts - often in the same lab!
