Bought myself a new lens on Saturday (Nikkor 17-55 f2.8 DX) so I went down to Canary Wharf to get a couple of pics to try it out, hope you enjoy

It's nice but I reckon it either needs to be more lopsided (so it's obviously a deliberate 'angle') or dead level. The very slight lopsidedness of the horizon is mildly annoying. Other than that, good work fella.

The spirit level on the tripod was dead on, honest!

Here's a slightly larger version (1200x800/450k) - do you think it's sloping slightly to the left?

It definitely looks like it's sloping to me. Perhaps it's some sort of optical illusion or something. How weird.

The other option is that I'm going mad, or that my eyes are lopsided.
Yep thats a good 2-3 degrees out. Checked it in Photoshop.

i make it 1.07 degrees here (nice and exact ;)) but i like the photo :)

Its a great shot, you have managed to get the exposure well balanced but as the others have mentioned its definately not level. If you are having problems judging from the horizontal you can tell by going off the building verticals in the centre of the frame.
