Cannot remove rich tooltips PS beta

I'm trying to experiment with the beta version of PS, but I can't disable the stupid rich tooltips that sit obtrusively over the top of the interface. I've tried the preferences -> tools -> uncheck rich tools route, but it's still there making workflow impossible. Any ideas?

I have no idea if this will help or not but worth a punt.

I was trying to disable the startup screen and even though I had turned it off in preferences it kept on appearing when I started PS. Turns out it was also tied to my workspace.
After a bit of google and youtube searching, the fix was to reset my workspace.

Window -> Workspace - Reset your workspace
