Canon 18-55 EFS Kit Lens

Got this lens with my 550D. I have also bought a used EFS 55-250, both have image stabilization. When I use the 55-250 and turn on the image stabilizer, I can clearly here it working with a slight noise, turn it off and silence, as it should be.
With the 18-55 regardless of the stabilizer being on or off, the lens is silent, even with the stabilizer on, is this correct? Also, I cannot see any improvement with the stabilizer turned on.

Sounds basic, but is the IS switch on the barrel switched to 'on'?
 
The IS on my 18-55 is much quieter than the one in my 55-250 - it's not got anywhere near as hard a job to do, and the moving bits don't have to jiggle around anywhere near as much.

If you want to do a basic test, set your lens at 55mm and slow your shutter speed down to say 0.5sec. Take one shot with IS and then one without. I kept my thumb on the IS button and just nudged it on/off so the focus point and framing was identical. Zoom in on images in using the camera LCD, and magnify (button top right), to where you focused. Then move between images by rotating the main dial whilst zoomed in.

You can use any slow shutter speed really, but if you have a steady hand and the shutter speed is more than focal length rule you may not be aware of IS working at all.
 
It's pretty much silent on my 18-55, and you can hear it on my 55-250 too, but definitely works on mine.

Really surprised at the difference it makes too.
