I think a lot of people (myself included) expected the 36 mp D800 to be noisy but that would appear to be pretty good.
The D3200 is pushing things further still in terms of pixel density but with the pace of development of sensors in general I wouldn't be at all surprised if it's at least as good in the noise department as the D3100 if not the D7000 but the proof will be in the pudding.
