Drawing Effect

Bought this print yesterday initially I thought it was a drawing of the lighthouse in my village but it turns out to be a Photoshop edit of a normal photo.

Does anyone know how to achieve this effect.

HDR would work, although there may be some photoshop tricks that are just as good. I'm on that learning curve at the moment, it's like white water kayaking!

never done hdr and got no software to do it :-(

Does that not mean it was drawn with some graphics software?

I'm really not the best person to give advice, but you can get similar effects by using hue/saturation in photoshop. Select the colour you want to focus on and tone it down towards black and white leaving just the coloured bits you want to keep. You can also use some of the filters in cs3 to give it a more 'drawn' look, not sure which ones are best but ive noticed i can get a similar effect with the unsharp mask.
