whats the best photo editor for an i-pad ?
also the best one for an android tablet like a samsung

It depends what else you have, whether you want them to work together and what you want from an editor.

For instance, Lightroom on the ipad is great, if you have it on a computer too, useless without.

Android 12" is probably the nicest tablet out there with best functionality and decent screen size. Colour accuracy and build quality / feel are sadly no match for an ipad.

Proper eiditing is not really possible with either (you are better of with £1.4k Sony Win8 tablet if you absolutely must ). Lightroom for ipad is the step to that direction (note: CC subscription required).

My advise is you buy tablet based on your other needs.
