Filters, image degredation and focal length

Long story short, I bought a Sigma 400/5.6 with a "Regent" uv filter attached. The image quality was appalling with the filter fitted (100% Crops, w/filter on LHS):

Just out of curiousity I also tried the filter on my 10-22 and there was no noticible reduction of quality; it also seems fine on my 17-55 as well.

Can anyone explain this?
 
There's no EXIF due to the combined image but my close inspection would lead me to believe that the shot from the 400/5.6 suffered from some lateral shake to the right. Poor filters can certainly soften an image but this example doesn't look typical of a filter problem.

Yeah, I know that's not helpful.. looked for the originals but think I've binned them.

From memory all shots were taken off a secure rest with MLU and remote release. Took 4-5 of each condition, very little variation and these were the most representative.
