funny marks on lens help needed

Hi Guys I need some help.
I bought my canon 17-55 in may 2011 from amazon and after cleaning the lens today I noticed these marks on the front element, it looks like the coating is peeling off of it or something, could this be it or is it something completely different??
It is not good in any case, so looks like it might have to go off for repair or something, seeing as I bought this from amazon and it is just over a year ago will it still be in warrentry and how do I go about getting a warrentry claim on it?? I have never had to do this before so completely in the dark about it all.

I have removed very similar marks with either Eclipse fluid or a Lenspen.
 
Buy a lens pen, lightly breathe on the front element and then use the lens pen to clean it. Will be good as new, it's just water marks or other unspecified liquid.
 
They can be very stubborn. I had a mark on one lens I thought was a chip. It took me several attempts to remove it with a lenspen.

I'd be 99% sure it's not the coating coming away and is just stains that will come off with a lenspen.

Thanks for all your help guys I tired the lens pen to no avail so put some eclipse fluid on it and tried with a cloth still nothing so tied some fluid with the lens pen and hey presto no more marks, bloomin heck they where stubbon.
