To ME, the subject movement shown on the wingtips and feet imparts a nice sense of movement rather than a frozen moment that a faster SS would have given you.

I don't mind the motion blur on the wing tips or feet so much, it's the slight movement on the head that bugs my OCD.
 
I think that is a good shot, Herons can be pretty quick when they want to be. We have one in our local park, but it is not easy to get him stationary or even at take off. I would be pleased to get a shot as good as that.

2 things...

Firstly, "Oops!" Forgot that this was P4P rather than crit!!!

Secondly, at the size posted, I can't see (or, at least didn't notice) the head movement.
 
Looking at the eye, the pupil appears to be an even cross. Definitely good enough at posted size! (IMO)
