Exif says 1/125th which is not that slow but he appears to have some mystery growth coming from his mouth which I assume is his tongue moving fast.
By using Program mode you have let the camera choose the settings and it has taken its best guess. What you really needed for a portrait was to blur the background and for that you need a large aperture (low f number like 2.8 or however low your lens goes). That would also have given you a faster shutter speed to freeze that high speed tongue! So try Aperture priority next time with a low f number.
