ID Please

[Gremlin]

Was playing in the garden and spotted what I thought was a tiny moth type thing landing under a new leaf, it was only a few millimetres long so thought I'd have a crack at a picture.
Odd looking thing, at first I thought the feathery bits at the front were just that when I saw the picture, but then I realised that no bird is that small.
Any ideas what it is ?

It looks like some kind of midge or mossy to me.

Looks like a Chironimid midge Ingrid, lovely green colour.
