Is Adobe Elements powerful enough?

Hi all, as I've just come back to photography, and as the last version of Photoshop I used was 5.5, I was thinking of buying Elements.
How powerful is it these days?
All I want is to be able to tweak my Raw photos and maybe restore some (really old) family photos.
I really don't want to get into a subscription model of full Photoshop if I can help it.
I've been using Darktable, but think I need Photoshop if I'm going to restore some photos.
Any thoughts?

I’d get Affinity Photo. Cheap and fully featured like Photoshop.
I wouldn't, much prefer ACR to the Affinity raw converter.
Hoped the v2 would be a lot better, but wasn't that impressed when I tried it.
 
It may be a good idea to check out some YouTube videos on elements, to see if it fits what your looking for, theirs plenty on there about elements, or alternatively if you really don't want subscription, their is Affinity which is probably a step up from elements but not quite PS.
 
Tried Affinity but the lack of any DAM is IMO it's downfall Faststone Image Viewer worked well alongside it. Now use On1 Photo Raw 2023, does near the same as Lightroom without subscription, needs a fast computer to run it.
