Is the Tokina 11-16 on DX better than the Nikon 16-35mm on FX

I've only been out once with my D610 / 16-35 combo but I would say it's slightly better than the 11-16 in terms of edge sharpness and flare when shooting into/near the sun, but other than that they are both pretty similar in results. The 11-16 is a fantastic lens, mind you the 16-35 is too!
