i am getting these lenses in a combo with a Rebel XTI is this good or should i Look for lenses with IS or VR :shrug:

IS, or VR is always better, as you will be able to hand hold.:)
 
ditch the 18-55 and if you don't want to spend loads the 17-85 IS is fine
 
It's going to depend on what you're paying. That is a collection of low-end lenses. You'll be able to grab some good shots with them, I have no doubt, but the quality is unlikely to match one GREAT lens.

Depends on how you look at it though. 'Always better' is certainly the case if you need to be able to hand hold at lower shutter speeds, but if pay for IS/VR then that extra cash could have gone towards a better quality of glass.

Unless you're talking premium lenses (Canon's L series) then if a cheap lens has IS/VR, there will be shortcomings in its optical makeup, but this may be a compromise worth doing as if the situation dictates you need IS/VR (long telephoto and no tripod, or poor light etc.) then you won't get a shot worth having without it!
