Long exposure time blur

I was experimenting with long exposure times (10s) and noticed they were blurred so I put my camera on a a tripod indoors and took a couple of shots of a bookcase, one at 1s and another at 10s. Again the 10s one was very blurred. I couldn't detect any motion and used the self timer.
The difference was that to get the long exposure I had to put on a Jessop circular polarizing filter. Surely it can't be that bad optical quality????
Using a Canon 55-250mm on a 450D.

Could be something like the tripod was resting on a floorboard and you stood on the same board so it moved. It could also be the lens IS going a bit bonkers, try turning it off if you haven't already.

What tripod did you use? Even at 10s you need a sturdy tripod, especially at the head.

I have to admit it is a fairly cheap tripod, I just assumed indoors it would be ok.
I wasn't moving during the exposure.

turn off all image stabilisation as the motors can create minute vibrations which will show up on a long exposure

Brilliant! Just before I read your post I tried without the tripod, just resting on something solid. As I went past 1s the pix got progressively worse until I got to 25s when it went good again, which I still can't explain.
However, after your post I turned the IS off and all ok.
Thanks very much, another mystery solved.
