I use a Gitzo GT2531EX - not exactly a 'budget' choice, tbh! Costs about £400 for the tripod alone. The ball head - a Giottos MG-1300 is about £100 more.
To be honest, the important thing is that you buy a tripod that is reasonably strong but won't break your back carrying it. I also own a Gitzo 'Reporter' tripod that was given to me by an ex-Army photographer - it's built like a Sherman tank but weighs a tonne! Great piece of kit that it perfect for Astrophotography but soon becomes a pain in the arse if you have to carry it too far...
