I have a Canon 1000d with the 18-55mm kit lens. I am looking to get a new lens with a longer focal length for general use (mainly sports/action and low light), don't have much money, so can't spend much over £150. Don't mind if it is new or used. I know the Canon EF-S 55-250mm and the SIgma 50-200mm OS are available under that price. Just wondering which one is better for image quality, and if anyone knows of any better lenses I could get with a similar focal length range for this sort of price.

I would recommend the Canon 55-250mm. It's a really good lens when your on a budget, compliments the 18-55mm and has good reach on a 1.6 x crop as well as having image stability.
I think image wise it is a tad better than the Sigma plus the canon has an extra 50mm in focal length.
After the 55-250 personally I would say the next best lens over that focal range is the Canon EF 70-300mm f4-5.6 IS USM Lens but it costs approx £400 maybe less for a 2nd hand one.
No offence to Danny but I would steer clear of the Canon 75-300 USM, its an old lens and they are a cheap lens for a reason! Very slow, hunts a lot and is quite soft beyond 200mm. I had one on my old film camera and I regretted buying it.
I agree with his second part though and at some point get a 50mm f1.8 prime.

Another vote for the Canon 55-250 IS lens, will match your curent kit lens well for focal range and it is a great lens, esp for the price.
If you want the extra reach, as above the Canon 70-300 IS lens is a belter.
Then you'll be looking at the very nice L lenses and will have no money to spare like the rest of us
