Meter with filter on as you will need to compensate for the light loss.
 
Here's a question for you smarter types.

Now this might not apply to matrix metering, perhaps more spot metering but if you were to point your camera spot meter at something without the filter that was midtone (or for arguments sake 18% grey) and then put a coloured filter on which turned your mid tone into a much darker tone would this fool the meter? Or is the meter impervious because it's looking at colour rather than B&W?
 
Built in camera meters can be fooled to some degree with deep colored filters. More accurate results are best metered with the filter off and then adjust your exposure for the filter factor of the colored filter, IMHO. I'd say a yellow filter is really safe and consistent to meter with it on though.

...and for neg film add at least 1/2 stop extra exposure for luck.
