I'm finding it hard to see this photo as anything more than just a snapshot.
On a plus side, you've got the horizon level, however the composition isn't great as you've cut off the top of his head and the red handle of the lead and the person's hand to the left of the frame are distracting.

To improve photographs similar to this in the future, I would say use a bit of fill flash to make your subject "pop" from the frame. If you could get the flash off camera then perfect, even if it's just with an off camera cord, holding the flash to one side of your subject will emphasise the contours of whatever it is that you're shooting and add a 3D look to the image.
Also consider your framing, I appreciate your attempt to use negative space here, however for me it is on the wrong side of the subject. Try not to cut off people's heads and arms too!
