Pics Stuck In Recycle Bin....Help

Probably something really simple but not to some-one like myself who is a newb to PC's, Camera's & PS. :embarasse
Getting rid of some old pics earlier but have a couple that are 'stuck' in the Recycle bin. When I click on them it says 'Cannot delete it is being used by another person or programme. Close any files that might be using it & try again'
My question is ... where do I look/how do I find out what prog is 'using' the pic?

I've come across this a few times.

Restart your PC in 'Safe Mode' (usually by pressing the F8 key during bootup).

You should then be able to delete the offending items.

Restart you PC in normal mode.

i have same problem too, i find just a reboot does it for me, still yet to find out what the "other program " is that was using them.
