'Print Size' option in Photoshop ???

If I view images in photoshop using 'Print size' and the image looks noisey etc is that a bad thing ?? (my cameras is 8MP)

I keep seeing people mention that what you see on screen does not matter its the pixels that matter...

So does this mean the 'Print Size' view is no use and no good as a guide to photo quality ??
