Raptor ID, please.

We saw this raptor this afternoon in Lincolnshire. I am unable to identify it - it does not match anything in my RSPB handbook. The photo is not brilliant as the bird was far enough away to be at the limits of my lens - this is well cropped. Any help would be much appreciated.

Definitely a Harris Hawk... I've flown and hunted with two of them.
