Hi George,

As has already been suggested more reach will certainly help. Also consider using a hide to get yourself nearer. Try adding some exposure compensation when shooting in snowy conditions it will brighten your images. Hope that helps.
 
Like your first try, a lot of things are against you in this picture. You are using a 70-300 lens but only at 119mm, you could zoom in much more to get the best out of the birds.
For this type of shot you dont need f/22, I would even say you could open your lens right up to f/5.6, this will allow you to reduce your ISO from 1600 to 800 or even 400.
Then increase your shutter speed from 1/50 to in excess of 1/320 (possibly 1/250 if you have an IS lens) if you are handholding and using the lens at 300mm.
Meter on the birds rather than the snow, and try sRGB rather than RGB colour space for web use.
