Could be a LiDAR aerial ground mapping survey, which are often flown by Heli's. The company I work for, manages this for Government Agencies for highways and the like. LiDAR is (Light Detection And Ranging), which basically means a laser scan of the ground and objects below the heli.

Dont go there, it's been a bit of an embarrasment for one of our utility companies ...

See, i knew folk on here would know, i dont think he was checking cables and such though
as there are none above ground where he was flying...
