Found this "SunlitGreen Photo Editor" it's just under 1mb installed, has levels, curves, hue/saturation etc. along with sharpen/blur filters. It's shareware, $29.95 just now but seems very powerful for such a small program, well worth it imo. Great for users of elements who don't have access to those controls.
