Hi

Is there any advice anyone can give me about the best tripod (not too expensive) to buy, which isnt too heavy, probably have a ball head, and is able to get down very low as well as allowing the camera to point upward and downwards.

It really depends how much you want to spend!

I bought a second hand Manfrotto 055XPROB for a great price and then bought a new head for it so for less than £150 for the set up.

You can buy kits that already include the ball head but as always I think it is really worthwhile going into a shop (RGB aren't faraway from you are they?) and have a look and a play - you will quickly make up your mind then...
 
It's going to ultimately depend on what you regard as "not too expensive", and what weight you'll be able to carry - having a 'pod which is too heavy means you're less likely to take it out with you.

Unfortunately, with tripods there are three main things which people are looking for:

Low cost, low weight, good stability.

It's not possible to have all three....

I'd look at the Redsnapper range (plenty of posts here about them) or Manfrotto...
