Beginner Upgrade advive

i went from 500D to 60D and saw some big differences
so quick compare of your 350D to 60D with 350D specs first
8mp v 18mp
digic v digic 4 processor
7 focus points v 9
iso 1600 v 6400 (12800 with boost )
1.8" screen v 3" articulated screen
3 fps continuous v 5.3
canon 60D also has weather sealing too.
so with a much better processor, better ISO ranger more than dbl the MP , image quality is going to be vastly improved.

of course Glass will always make a huge difference too, stick on some standard kit glass and you'll notice small improvments, throw on some L glass or similar and you'll see quite a large difference.

beyond the 60D for APS-C there isnt much to choose from that would make much of a difference other than maybe the 7D mk ll but for that kind of money could most likely pick up a ff 5d mk iii , so for sub £400 i dont think the 60D can be beaten

A friend has the 60D and loves it and he went from a 450D to the 60D and noticed an improvement and doesn't regret it.

If you've been ordered one at a very good price, go for it...:)
