For some strange reason the red light on the tower was staying on as if powered up but it did not boot. Switching off at the mains turned it all off as holding the on/off button for 5 seconds wouldn't power it down. switch mains back on then the bios would beep once (normal) but not boot without touching on/off switch and red light would appear.
Elimination process discovered PCLine 7 port USB hub was the culprit, it had its own power source but the blue light on the hub which normally went off when computer was off was remaining on. It was like the power from the usb hub was sending some power to the computer via the usb cable. Once disconnected everything was back to normal.
I don't understand too much about electronics so it looks like a new one to be on the safe side is in order.
