In the UK you can take pictures of anyone in a public place, taking into account people's expectation of privacy. Many places that look public aren't, so look out for signs indicating this, especially ones on government property. A lot of people don't know these things so expect to be challenged now and again. No one, not even the police (under ordinary circumstances) can demand that you delete a photo, but at times it's better to delete than escalate the situation. If you're taking photos on private property (such as shopping centres), even security guards aren't within their rights if they demand that you delete your photos. Taking photos on government-owned sites and other places like police stations, near prisons, the police can possibly arrest you under various terrorism laws. In other words, do sensible stuff.
