If you think you'll ever need IS then go for the 28-135. I bought one years back and it was my main lens on a 300D and 30D until I got a 24-70L along with my 7D. A couple of my favourite photo's were taken with the 28-135, both handheld at 1/10sec.
As with Stuart, I'd recommend the 28-135IS, I've had one and loved it, was a great lens and worked very well for me. The IS is an older version now and there might be a little lens creep, but nothing to worry about and the IS works well ...
