I believe it is done to add drama and excitement to the image. Unfortunately some people seem to overdo it and use it on virtually every image,

Depends on the angle, if it is a large angle, about 30-45 degrees and is meant, it may be seen as a way to add interest/drama to an image. If it is not far off horizontal, it may just be poor panning technique.OK Gotta ask, I don't mind a stupid question

I think the shots would look odd if the cars were static or looked static, but if the car is obviously moving (bit of blur and wheels spinning) a 'lopsided' image adds a bit of dynamism...

I have not been consciously adding a Dutch tilt to my Motor sport images but will certainly consider it in future.
