Windows Vista 32bit is a 32bit patch of a 16 bit patch of an 8 bit operating system originally written for a 4 bit processor by a 2 bit company that cant stand 1 bit of cometition.
I would second that, I work mainly on macs but I have a couple of windows comps, one with vista home p and the other with windows 7 RC which is a lot better than vista and it's still just a RC. The startup, shutdown general functions are improved a lot and I'm running it on a fairly low spec laptop.
They've certainly done something right with the windows shell.
