Can anyone recommend the best (cheapest!) place to buy LEE filters in particular the starter kit.

I use these guys I recommend phoning rather than internet then you know if they have stock

I use Speedgraphic. Excellent service and their stock level indicators are very accurate. If it says they have it in then they do.

Also, check out robertwhite.co.uk. They usually have loads of stock, but not sure if they are the cheapest..
