You could try a careful selection of the subject, create a mask - then do anything you like to either her or the surroundings.
I had a play, and of course I've gone just a bit over the top with a glob of lens blur also, to demonstrate. Also I only spent a few minutes creating the selection so it's far from perfect.
I like the original and the edit. The street lamps look good. I especially like the way they become more OoF on the first edit. Looking forward to seeiing home you improve it next time.
Yes, please don't take the edit as an improvement in all aspects.... like I say, it was OTT purely to demonstrate that the subject can be isolated and her 'levels' and brightness/contrast adjusted, as the OP wished to do with fill flash. The lens blur was pure messing about. The far BG in the original is great as is
