Best way to change size and ratio of a photo?

I want to end up with an image for a CD cover (doubled up). The dimensions need to be 248 x 126 mm. My camera doesn't take shots with this ratio, so I was wondering what the best way to do this is. I have Photoshop CS and mpeg Streamclip and I'm using a Mac G5 PPC. This is not just...
