Today is dull and overcast, wouldnt a 10 stop nd filter be too dark for conditions like this?

Not if you alter your settings accordingly. In my experience, 10 stop filters offer better results with more contrast present in the scene. I wouldnt have thought an overcast day to be ideal for this.
Theres no reason why you can't take a shot in those conditions, though I wouldnt think that it would be optimum.

I love mine on Days like this, Depends on the results you want, makes some great minimal exposures if you find the right focal point

Well of course, it depends - sometimes, sometimes not. But I have to say, I think ten stops of ND is often too much for a lot of conditions and effects - in which case, bumping the ISO up a couple of stops makes a big difference to exposure times with usually very little image quality penalty these days. There are quite a few six stops versions around now.
