It was designed for scientific/technical purposes such as machine vision, taking pictures inside pipes to inspect for damage, complete images of the sky/horizon etc, its not supposed to be you typical walkabout lens for everyone to own.

220 degrees is a fantastic technical achievement even today, though considering how it would have been designed in the early 70's makes it even more amazing.
