450D > 1000D?

There are a few extra features on the 450D, but nothing too mind blowing. Look out for a used 40D, it's a lot of camera for the money!
 
Less megapixels (no an issue unless you're printing on the side of a building really ;)), better AF, double the burst shooting speed, better ISO handling, more comfortable to hold, better construction......

Better build (magnesium alloy rather than plastic)
Better sealing
ISO 3200 rather than 1600
Cleaner high ISO images
1/8000 sec shutter speed (450D 1/4000 sec)
6.5 rather than 3.5 fps
Compact flash memory rather than SD (more reliable)
Better battery life
and probably more that I do not remember now

Go get a 40d instead, you will not be disappointed. To me its a big step up upgrading from xxxD
 
But probably little warranty and the worry about what condition the used kit is going to be in when you get it.

Buying used can be a bit of a gamble, buy new and at least you have a manufacturers warranty

Yes but only marginally. And I mean, marginally. I only got one because it was going for a good deal - 40D I would really like, but better glass is usually going to give more benefit than a body upgrade.
