70-200mm f4L & 40D & 1.4 TC - Will it work?

yes

a 1.4 tc adds 1 stop making it a f5.6 lens combination

a x2 tc adds 2 stops taking it over the f5.6 limit for autofocus on xxd/xxxd/xxxxd series cameras.

However, AF speed does slow down and IQ reduces when you start adding TCs
 
Yeh will work fine, i believe all canon models AF up to f5.6, and the 1 series up to f/8!

That combo works very, I found that the loss of IQ is very small, but the slower AF is noticeable, esp' in lower light, but if you shoot accordingly you will get good results.

AF will suffer as all cameras focus at the largest aperture available before stopping down to the setting for the chosen exposure
f5.6 is right at the limits of the prosumer series
and it will be using the only centre AF point too

that's why the expensive, fast stuff is usually f2.8
 
The 70-200mm f4 was my first lens on my 20D, used it with the 1.4x TC and got some good shots. As mentioned, light conditions will come into play being a f5.6 lens when combined with the TC but in good light you should get some stunning shots. The 70-200mm f4 is a great lens and will work well with your 40D.
 
I didn't have any problems with this combination on my 40D and I've kept the 70-200 F4 as it's a great perfomer and light. Adding the 1.4x certainly gives you the option.
