7D problem in TV mode

My camera has just started to do this and as far as i know I have not changed any setting.

I like to shoot in tv mode sometimes with auto ISO, so i set my speed to say 400. So my camera should change the aperture or ISO when in TV mode but mine keeps changing the shutter speed, to suit the light. Have I messed the setting up, or do I have a problem?

help appreciated.

Do you have Safety Shift enabled? C.Fn I-6
