Second for me, much nicer/dramatic sky, and I think the composition flows from foreground to background much better. I would have darkened it a bit too,but I've always liked dark moody seascapes.

Both beautiful, but I'll go for No2.
There's a dynamism in the sky, yet a serenity in the waves, lovely balance.
Nicely timed and selected shutter speed for the effect.
