Not sure what you class as budget but you could not do better than the Sigma 105mm f2.8 IS macro lens.
This lens is the equal if not better than the Canon equivalent.
The old plastic fantastic Cosina 100/3.5 would cost you very little for great results. Would have to be used though, as I'm not sure they're made anymore.
If you want a dedicated Macro lens, we have a sigma 50mm Macro and for what we use, it's great and does the trick - very happy with the results and a true 1:1 lens.
I would say though, it depends on what you are wanting to shoot as if you're interested in insects etc, I'd probably recommend 100mm lens as a minimum...
Depends how budget you want to go, I made one from an old lens that no longer functioned, and a rubber hood (of the screw on filter variety). I Cut the top element out of the broken lens, leaving some of the surrounding plastic lens tube then flipped it around and inserted it into the rubber hood, screw filter facing out, this can now be attached to my nifty 50 and voila, a macro lens that only cost me a little time. Obviously quality is not up to canon L lens but does ok for free . And if you want your 50mm back simply remove the lens/hood.
