It depends which airline you're travelling with. You might be surprised at the amount of variation there is in what they'll allow on board.

This is a useful reference. It shows that the bag you're looking at wouldn't be allowed on, for example, EasyJet, Ryanair, or Emirates. And there are loads more airlines which allow bags of that size but don't allow you to put anything useful in them; for example Virgin Atlantic has a weight limit of 6kg and Thomson has a limit of 5kg.
 
Just in case anyone else is wondering, I flew to Canada with the CompuTrekker and it fitted fine onto both airlines I flew with (One was Easyjet, I cant remember the name of the Canadian airline).
