Yes
Often I'll see some really vividly coloured skies and on other times it's gray and bland.

Possible haven't phrased the above correctly...

Any way to predict these?

Look out the window!

Seriously, thats what I do. If its gray, I stay home, if its blue or stormy I go out.

I think he means exposure difference between subject and the sky. Graduated filter/circular polarizer

Whats that got to do with predictions?

Well, either way, if the sky is gray, it'll be gray even with filters.

Did he ask for a weather prediction?

He said how do I predict if a sky is vivid or gray. Surely you can see that by looking, so yes to me thats a weather prediction. An ND grad or polariser only works when you have something to work with, its not a magical sky fixer.

And I said "

I have been asked by a number of people starting out in photography why the sky was washed out/gray in there photograph when it was not gray

Judging by his Flickr he is perfectly capable of getting a correctly exposed sky and foreground. You dont live in the UK it seems, so maybe have little idea of how much the sky is just a mushy grey colour the majority of the time with an odd day here or there when its blue or, at least storm clouds.
Until the OP returns its just speculation anyhow.

Andy, try and rephrase the original question and perhaps you might get a few more replies. The original question is confusing.

But I did for 31 years not counting return visits

OOfff....what have I started.

Hmmmm, how to rephrase.... is it possible to predict a red sky at night, the same way we can predict the moon phases?

Please note, there is no sarcastic subtext in the above paragraphs...

I do, then realise I have 3 daughters...and wife's at the gym......;)

I seem to have got the question wrong. My apologies to all.
To the question no.
