Artwork for promotional material

I'm getting a roll up banner from here and need the artwork done. They're happy to do it at a cost of £40 per hour.

Now I know what sort of thing I want and can knock up an example in Word to illustrate what i want, but I'm not confident enough in Photoshop to be able to do it myself, just wondering if an hour should be ample for them if I tell them what I want, or if £40 is even a good price?
 
I realise that's not your sample but that's all I've got to go on.

Looking at the artwork on the sample it's straightforward, a background image and text on layers, the bottle is another layer and the white swoosh marks - something of that complexity I would have done in less than an hour, and the guy who are doing it will be better than me :)

£40 an hour isn't too bad... We charge £25 an hour where I work though, I guess it could depend on the area your in

Basically all I want is a jet black background, my logo on the top and some text and pictures, nothing fancy. As I say, if I provide a word doc exactly how I want it laid out, all they have to do is convert it to photoshop. Is £40 a tad steep for that when they don't actually have to design it themselves?
 
not wishing to be harsh, but what would the reaction of a professional photographer be when a client said . . . 'I know exactly the shot I want and how I want it printed so it will only take you a few minutes so why should I pay for an hour of your time?'

in the design business we say 'The client doesn't know they want, but they know what they don't want when they see it!'

That's fair enough, but my concern is when being paid by the hour, this could end up costing a fair bit if there's a fair bit of going back and forth making changes if I ask them to design it by scratch. I need to keep costs to an absolute minimum.
